April 30, 2023
WHEREAS, April 30, 2023, marks the 48th anniversary of the end of
the Vietnam war and the start of an exodus of several million
Vietnamese out of Vietnam after the South Vietnamese’s capitol of
Saigon fell to communists on April 30, 1975; and,
WHEREAS, for many Vietnamese and Veterans who were directly involved
in the war and Vietnamese Americans who have settled in the United
States the Vietnam war was a tragedy full of suffering and the loss
of American, Vietnamese, and Southeast Asian lives; and,
WHEREAS, over 58,000 people were killed and 304,000 people were
wounded out of the 2.59 million who served in the Vietnam War; one
out of every ten Americans who served in Vietnam became a casualty
of war; and,
WHEREAS, South Vietnamese armed forces lost 275,000 soldiers and
many more were wounded, along with an unknown number of casualties
among Vietnamese citizens; and,
WHEREAS, starting in 1975, and lasting through the mid-1990s,
multiple waves of Vietnamese refugees began leaving Vietnam; nearly
800,000 people risked their lives on small, dangerous boats to
travel to resettlement camps in Hong Kong, Malaysia, Indonesia,
Thailand, and the Philippines before eventually being resettled in
the United States; and,
WHEREAS, in order to serve their community and prosper in America,
Vietnamese Americans founded well-established and thriving
Vietnamese American commercial districts throughout the United
States, including in southeast Oakland County and in West Michigan;
and,
WHEREAS, more than 25,000 Vietnamese people now live in Michigan;
and,
WHEREAS, we must teach our children and future generations important
lessons from the Vietnam War, including how the plight of Vietnamese
refugees following the end of the war serves as a powerful example
of the values of freedom and democracy;
NOW, THEREFORE, I, Gretchen Whitmer, governor of Michigan, do hereby
proclaim April 30, 2023, as Fall of Saigon/Black April Remembrance
Day in Michigan.

XÉT RẰNG, ngày 30 tháng 4 năm 2023 đánh dấu kỷ niệm 48 năm kết thúc
chiến tranh Việt Nam và bắt đầu cuộc di tản của hàng triệu người
Việt Nam ra khỏi Việt Nam sau khi Đô Thành Sài Gòn của Nam Việt Nam
rơi vào tay cộng sản ngày 30 tháng 4 năm 1975;
XÉT RẰNG, đối với nhiều người Việt Nam và Cựu chiến binh đã trực
tiếp tham chiến và những người Mỹ gốc Việt định cư tại Hoa Kỳ, chiến
tranh Việt Nam là một thảm kịch đầy đau thương và mất mát nhân mạng
của người Mỹ, người Việt Nam và Đông Nam Á;
XÉT RẰNG, hơn 58,000 người đã thiệt mạng và 304,000 người bị thương
trong tổng số 2.59 triệu người đã phục vụ trong Chiến tranh Việt
Nam; cứ mười người Mỹ từng phục vụ ở Việt Nam, có một người trở
thành nạn nhân chiến tranh;
XÉT RẰNG, quân lực Việt Nam Cộng Hòa đã mất 275,000 quân nhân và
nhiều người khác tổn thương, cùng với một số thương vong không xác
định của công dân Việt Nam;
XÉT RẰNG, khởi sự từ năm 1975, và kéo dài đến giữa thập niên 1990,
nhiều làn sóng người tỵ nạn Việt Nam bắt đầu rời Việt Nam; gần
800,000 người đã liều mạng trên những chiếc thuyền nhỏ, nguy hiểm để
đến các trại tái định cư ở Hồng Kông, Malaysia, Indonesia, Thái Lan
và Philippines trước khi cuối cùng được tái định cư ở Hoa Kỳ;
XÉT RẰNG, để phụng sự cộng đồng của họ và sự thạnh vượng nước Mỹ,
người Mỹ gốc Việt đã thành lập các khu thương mại lâu đời và
phát đạt trên khắp Hoa Kỳ, bao gồm ở đông nam Quận Hạt Oakland và
Tây Michigan;
XÉT RẰNG, hơn 25,000 người Việt hiện đang sống tại Michigan;
XÉT RẰNG, chúng ta phải dạy cho con cháu chúng ta và các thế hệ
tương lai những bài học quan trọng từ Chiến tranh Việt Nam, kể cả
hoàn cảnh khó khăn của những người tỵ nạn Việt Nam sau khi chiến
tranh kết thúc là một tấm gương mạnh mẽ về các giá trị tự do và dân
chủ;
DO VẬY, NGAY BÂY GIỜ, Tôi, Gretchen Whitmer, thống đốc tiểu bang
Michigan, bằng cách này tuyên bố ngày 30 tháng 4 năm 2023 là Ngày
Tưởng Niệm Sài Gòn Thất Thủ/Tháng Tư Đen ở Michigan.
