WASHINGTON, D.C. - Today, Co-Chairs of the Vietnam Caucus Reps.
Michelle Steel (R-CA-45) and Lou Correa (D-CA-46) introduced a
bipartisan resolution with Reps. Brian Fitzpatrick (R-PA) and Jim
Costa (D-CA) to commemorate the 48th Anniversary of Black April, the
Fall of Saigon, and the tragic collapse of the Republic of Vietnam.
In April of 1975, North Vietnam began an offensive campaign
attacking cities in South Vietnam with the goal of overtaking the
country, blatantly violating the terms of the Paris Peace Accord. On
April 30, communist forces invaded the Republic of Vietnam’s capital
city in an event known as the “Fall of Saigon.” Each year,
Vietnamese American communities across the United States commemorate
and mourn these events during the month of “Black April.”
“I am honored to join the Vietnamese American community in Orange
County’s Little Saigon and around the world in remembering those who
lost their lives pursuing freedom and how blessed we are to live in
the greatest country in the world,” said Steel. “Communism has
caused suffering to so many. On the 48th anniversary of Black April,
we reaffirm our commitment to defending democracy and preserving the
memory of those who were lost.”
“As one of the representatives of the largest Vietnamese-American
communities in the United States, it is an honor to work alongside
my colleague, Congresswoman Steel, to remember those one million
Vietnamese individuals and nearly sixty thousand American
servicemembers who lost their lives in a quest for freedom,” said
Correa. “Congresswoman Steel and I have both represented Little
Saigon since we began our careers in public service, and we will
never relent in my commitment to keeping alive the memory of those
lost, and defending democracy—at home, and abroad.”
Background
The resolution honors the service members of the United States, the
Republic of Vietnam, and allied forces that fought and died during
the Vietnam War, the hundreds of thousands who lost their lives
attempting to flee Vietnam, the millions more that found safety in
nations around the world, and the accomplishments and contributions
of Vietnamese Americans to our nation over the past 47 years.
Rep. Steel represents Orange County’s Little Saigon – the largest
Vietnamese community outside of Vietnam.

Mrs. Steel (for herself, Mr. Correa, Mr. Fitzpatrick, and Mr. Costa)
submitted the following resolution; which was referred to the
Committee on Foreign Affairs, and in addition to the Committee on
Armed Services, for a period to be subsequently determined by the
Speaker, in each case for consideration of such provisions as fall
within the jurisdiction of the committee concerned

RESOLUTION
Recognizing the 48th anniversary of Black April and the Fall of
Saigon on April 30, 1975.
Whereas, since 1975, hundreds of thousands of Vietnamese have
resettled in the United States and built vibrant communities across
the United States which contribute to the rich diversity of the
Nation;
Whereas, on April 30, 1975, the Republic of Vietnam was overthrown
by communist forces in an event known as “Black April” or the “Fall
of Saigon”, which is observed in Vietnamese-American communities
across the United States each year;
Whereas members of the South Vietnamese military fought side by side
with the United States Armed Forces in defense of the ideals of
democracy and freedom;
Whereas Vietnamese Americans have continuously advocated for freedom
and democracy in Vietnam, and spoken out against human rights abuses
by the Vietnamese Government; and
Whereas Vietnam continues to hold one of the worst records on human
rights in the region, violating religious freedom, obstructing press
freedom, restricting its own citizens’ freedom of speech and
assembly, and detaining prisoners of conscience: Now, therefore, be
it
Resolved, That the House of Representatives—
(1) recognizes the significance of the 48th anniversary of Black
April and the Fall of Saigon on April 30, 1975;
(2) honors the contributions of Vietnamese Americans to the United
States over the last 48 years and their tireless commitment to
upholding freedom, human rights, and democracy in Vietnam;
(3) honors the service of members of the United States Armed Forces
and of the South Vietnamese forces who fought in Vietnam, including
those who gave their lives;
(4) honors the memory of the Vietnamese who lost their lives while
attempting to flee Vietnam; and
(5) encourages all citizens of the United States to join in
remembering Black April and the Fall of Saigon, honoring the
contributions of the Vietnamese-American community, and calling for
freedom, human rights, and democracy in Vietnam.

WASHINGTON, D.C. - Hôm nay, đồng chủ tịch Congressional Vietnam
Caucus là nữ dân biểu liên bang Michelle Steel (R-CA-45) và dân biểu
liên bang Lou Correa (D-CA-46) đã giới thiệu một nghị quyết lưỡng
đảng với hai dân biểu liên bang Brian Fitzpatrick (R-PA) và Jim
Costa (D-CA) để tưởng niệm 48 năm Tháng Tư Đen, Sài Gòn thất thủ, và
sự sụp đổ thê thảm của Việt Nam Cộng Hòa.
Tháng 4/1975, Bắc Việt mở chiến dịch tấn công vào các thành phố ở
Nam Việt Nam với mục tiêu chiếm đất nước, ngang nhiên xâm phạm các
điều khoản của Hiệp định Hòa bình Ba Lê. Vào ngày 30 tháng 4, các
lực lượng cộng sản đã xâm chiếm thủ đô Việt Nam Cộng Hòa trong một
sự kiện được gọi là “Sài Gòn thất thủ”. Hằng năm, các cộng đồng
người Mỹ gốc Việt trên khắp Hoa Kỳ tưởng niệm và thương tiếc những
sự kiện này ở “Tháng Tư Đen”.
Nữ dân biểu liên bang Michelle Steel nói, "Tôi rất vinh dự được tham
gia cùng cộng đồng người Mỹ gốc Việt tại Little Saigon của Quận Cam
và trên toàn thế giới để tưởng nhớ những người đã thiệt mạng để theo
đuổi tự do và chúng ta thật may mắn biết bao khi được sống ở quốc
gia vĩ đại nhất trên thế giới". "Cộng sản đã gây ra đau khổ cho rất
nhiều người. Nhân kỷ niệm 48 năm Tháng Tư Đen, chúng ta tái khẳng
định cam kết bảo vệ nền dân chủ và duy trì tưởng nhớ về những người
đã khuất".
Dân biểu liên bang Lou Correa nói, "Là một trong những đại diện cho
các cộng đồng người Mỹ gốc Việt lớn nhất tại Hoa Kỳ, thật vinh dự
được cộng tác cùng với đồng viện của tôi, nữ dân biểu Quốc Hội Hoa
Kỳ Michelle Steel, để tưởng nhớ một triệu người Việt Nam và gần sáu
mươi ngàn quân nhân Mỹ đã thiệt mạng trong cuộc tìm kiếm tự do". "Nữ
dân biểu Quốc Hội Steel và tôi đều đại diện cho Little Saigon kể từ
khi chúng tôi bắt đầu sự nghiệp phụng sự công chúng, và chúng tôi sẽ
không bao giờ từ bỏ cam kết của tôi làm sống lại ký ức của những
người quá vãng, và bảo vệ nền dân chủ ở trong và ngoài nước".
Nền Tảng
Nghị quyết vinh danh các quân nhân Hoa Kỳ, Việt Nam Cộng Hòa và các
lực lượng đồng minh đã chiến đấu và hy sinh trong Chiến tranh Việt
Nam, hàng trăm ngàn người đã thiệt mạng khi cố gắng chạy trốn khỏi
Việt Nam, hàng triệu người khác đã tìm thấy sự an toàn ở các quốc
gia trên thế giới. Những thành tựu và đóng góp của người Mỹ gốc Việt
cho quốc gia chúng ta trong 47 năm qua.
Dân biểu liên bang Steel đại diện cho Little Saigon của Quận Cam –
cộng đồng người Việt lớn nhất bên ngoài Việt Nam.

NGHỊ QUYẾT
Công Nhận Kỷ Niệm 48 Năm Tháng Tư Đen và Sài Gòn Thất Thủ ngày
30/04/1975.
Xét rằng kể từ năm 1975, hằng trăm ngàn người Việt Nam đã định cư
tại Hoa Kỳ và xây dựng các cộng đồng sôi động trên khắp Hoa Kỳ, góp
phần vào sự đa dạng phong phú cho Quốc gia;
Xét rằng, vào ngày 30 tháng 4 năm 1975, lực lượng cộng sản đã lật đổ
Việt Nam Cộng Hòa trong một sự kiện được gọi là "Tháng Tư Đen" hay "Sài
Gòn thất thủ", được cử hành trong các cộng đồng người Mỹ gốc Việt
trên khắp Hoa Kỳ mỗi năm;
Xét rằng các thành viên của quân đội VNCH đã sát cánh chiến đấu với
quân lực Hoa Kỳ để bảo vệ lý tưởng dân chủ và tự do;
Xét rằng người Mỹ gốc Việt đã liên tục vận động cho tự do và dân chủ
ở Việt Nam, và lên tiếng chống lại các chà đạp nhân quyền của Chánh
phủ Việt Nam;
Xét rằng Việt Nam tiếp tục nằm trong số các hồ sơ nhân quyền tồi tệ
nhất khu vực, xâm phạm tự do tôn giáo, cản trở tự do báo chí, hạn
chế quyền tự do ngôn luận và hội họp của công dân Việt Nam, và giam
cầm tù nhân lương tâm: Do đó, bây giờ, điều này
Được thông qua, Hạ Nghị Viện Hoa Kỳ—
(1) công nhận tầm quan trọng lễ kỷ niệm 48 năm Tháng Tư Đen và Sài
Gòn thất thủ vào ngày 30 tháng 4 năm 1975;
(2) vinh danh những đóng góp của người Mỹ gốc Việt cho Hoa Kỳ trong
48 năm qua và sự cam kết không mệt mỏi của họ ủng hộ tự do, nhân
quyền và dân chủ ở Việt Nam;
(3) tôn vinh sự phụng sự của các thành viên quân lực Hoa Kỳ và quân
lực VNCH đã chiến đấu tại Việt Nam, bao gồm cả những người đã hy
sinh mạng sống của họ;
(4) tưởng nhớ những người Việt Nam đã thiệt mạng khi cố gắng chạy
trốn khỏi Việt Nam;
(5) khuyến khích mọi công dân Hoa Kỳ tham gia tưởng niệm Tháng Tư
Đen và Sài Gòn thất thủ, vinh danh những đóng góp của cộng đồng
người Mỹ gốc Việt, và kêu gọi tự do, nhân quyền và dân chủ tại Việt
Nam.
